| A la suite d'élections truquées en Octobre 2003, elles-mêmes succédant à un referendum tout aussi manipulé en février de la même année, la Russie permettait au "Président" KADYROV de s'installer à la tête de la Tchétchénie. Malgré les tentatives pour faire reconnaître ce régime fantoche, c'est le gouvernement du Président MASKHADOV, reconnu en 97 parl'OSCE, qui reste à nos yeux le gouvernement légitime. Le ministre des affaires étrangères avait en février 2003 proposé un plan de paix (lien). Ce dernier demande la mise en place d'un processus d'indépendance conditionnelle sous administration de l'ONU. Ce document comprend 37 pages. A Draft Plan for A Step-by-Step Peace Process
The peace process, starting with a cease-fire agreement and ending with the coming to power of a newly-elected Chechen government, should be as simple and logical as possible: the parties to the conflict should acknowledge each other; sit down to negotiate; compromise; create a mechanism for a constituent process in Chechnya; and legalize the results.
